نقش سازمان شانگهای در افغانستان

این مقاله به بررسی نقش سازمان ‌هم‌کاری شانگهای در تحولات افغانستان می‌پردازد. این سازمان با تاکید بر هویت‌های اجتماعی و معنایی مشترک، نظیر مقابله با تهدیدات امنیتی، تلاش دارد تا منافع مشترک اعضای خود را در افغانستان تامین کند. بررسی و تحلیل نقش سازمان هم‌کاری شانگهای در افغانستان پس از 1380، هدف اصلی این مقاله است. پرسش اصلی این است که سازمان هم‌کاری شانگهای در بیست سال گذشته در افغانستان، چه نقشی داشته و در این راستا با چه چالش‌هایی مواجه بوده است؟ به نظر می‌رسد، افغانستان برای کشورهای عضو این سازمان، از ارزش خاصی برخوردار است و به همین دلیل، شانگهای تلاش داشت تا نقش فعال در این کشور داشته باشد، اما در این عرصه با چالش‌هایی جدی مواجه بوده است. یافته‌های این مقاله با بهره‌گیری از روش تحلیلی - توصیفی، نشان می‌دهد که نقش و عمل‌کرد این سازمان در افغانستان، تحت تاثیر تضاد منافع و تغییرات هویتی و ژئوپلیتیکی میان اعضای سازمان و نیز حضور همه‌جانبه‌ی امریکا و متحدان آن قرار داشت. در نتیجه، اگرچه شانگهای ظرفیت تبدیل‌شدن به یک بازیگر تاثیرگذار در ثبات و توسعه‌ی افغانستان را دارد، اما این نقش تاکنون محدود و بیش‌تر نمادین است.

The Role of the Shanghai Cooperation Organization in Afghanistan

This article examines the role of the Shanghai Cooperation Organization (SCO) in Afghanistan’s developments. Emphasizing shared social and ideological identities—such as countering security threats—the organization seeks to safeguard the common interests of its members in Afghanistan. The primary objective of this paper is to analyze the role of the SCO in Afghanistan after 2001. The central question is: What role has the SCO played in Afghanistan over the past two decades, and what challenges has it faced in this regard? It appears that Afghanistan holds special significance for the SCO member states; therefore, the organization has sought to play an active role in the country. However, it has faced serious challenges in this endeavor. Findings of this study, based on a descriptive-analytical method, indicate that the SCO’s role and performance in Afghanistan have been influenced by conflicting interests, identity and geopolitical shifts among member states, as well as the extensive presence of the United States and its allies. Consequently, although the SCO has the potential to become an influential actor in Afghanistan’s stability and development, its role so far has been limited and largely symbolic.
